Mr. Rufien has practiced law in Colorado for 12 years, specializing
in the representation of local government entities, with particular
emphasis on special districts, as well as other non-profit entities.
Through his practice, Mr. Rufien has extensive experience in
intergovernmental contracts and relationships, construction contracts,
real property transactions, public finance, TABOR issues, and all other
contractual and transactional matters affecting local governments in
Colorado. Mr. Rufien is an
experienced litigator, having tried numerous cases before the Colorado and
Federal courts. He has been
lead counsel in published appellate opinions impacting Colorado local
governments. Mr. Rufien has been published in The Colorado Lawyer discussing TABOR issues. He has been a frequent speaker on behalf of the Special District Association of Colorado during its annual workshops and conference. Topics of his presentation have ranged from the basics of serving on the governing body of a public entity to complex Constitutional issues. He has also given presentations for the Colorado Department of Local Affairs, Division of Local Government, Colorado and National Parks and Recreation Associations, and has lectured for continuing legal education seminars. In addition, Mr. Rufien has testified before the Colorado legislature as an expert in local government issues. |
