Mr. Rufien has
been in practice since 1990, specializing in the representation of local
government entities, with particular emphasis on special districts, as well
as other non-profit entities. Through his practice, Mr. Rufien has extensive
experience in intergovernmental contracts and relationships, construction
contracts, real property transactions, public finance, TABOR issues, and all
other contractual and transactional matters affecting local governments in
Colorado. Mr. Rufien is an experienced litigator, having tried numerous
cases before the Colorado and Federal courts. He has been lead counsel in
published appellate opinions impacting Colorado local governments, including
TABOR cases.
Mr. Rufien has been published in The Colorado Lawyer discussing TABOR
issues. He has been a frequent speaker on behalf of the Special District
Association of Colorado during its annual workshops and conference. Topics
of his presentation have ranged from the basics of serving on the governing
body of a public entity to complex Constitutional issues. He has also given
presentations for the Colorado Department of Local Affairs, Division of
Local Government, Colorado and National Parks and Recreation Associations,
Colorado County Attorneys Association, and has lectured for continuing legal
education seminars. In addition, Mr. Rufien has testified before the
Colorado legislature as an expert in local government issues, including the
formation of intergovernmental authorities.
Representative clients of Mr. Rufien include Foothills Park and Recreation
District, Forest View Acres Water District, Forest Hills Metropolitan
District, Carbon Valley Park and Recreation District, Columbine Knolls/Grove
Metropolitan Recreation District and Rangeview Metropolitan District. He has
also represented South Suburban Park and Recreation District, Eagle River
Water and Sanitation District, Beaver Creek Metropolitan District, Upper
Eagle Regional Water Authority, and Vail Park and Recreation District as
special litigation counsel.
