Ms. Foster’s practice emphasizes eminent
domain litigation, and also includes a variety of other real estate matters
including real estate transactions and property tax matters. Current and
past clients include the Broomfield Urban Renewal Authority, Commerce City
Urban Renewal Authority, City of Boulder, E-470 Public Highway Authority,
Northwest Parkway Public Highway Authority, Colorado Department of Transportation, Regional Transportation District,
South Adams County Water and Sanitation District, Colorado Springs
Utilities, Arvada Urban Renewal Authority, Buttermilk Metropolitan District, Genessee Water and Sanitation District, Pine Brook Water District, Town of
Erie, Town of Gypsum, as well as numerous private landowners.
Prior to joining Duncan, Ostrander & Dingess, P.C., she practiced of counsel
with May and Associates, P.C. in Centennial, Colorado. In addition to her
legal practice she serves as a hearing officer for the Arapahoe, Jefferson and Douglas
County Boards of Equalization, representing the county commissioners in
property tax assessment appeals hearing. Ms. Foster is a licensed real
estate broker in the State of Colorado. She is also a mediator and has
served as a mediator for many types of cases through Jefferson County
Mediation Service.
Her educational background includes a B.S. and M.S. from Kansas State
University and a J.D. from the University of Colorado at Boulder. She has
also completed mediation training through CDR Associates, Inc. in Boulder,
Colorado. Ms. Foster was admitted to practice in Colorado in 1977.
Professional memberships include the Colorado Bar Association, the Arapahoe
County Bar Association and the Colorado Council of Mediators.
